The Technical Cooperation will be framed in accordance with
the National Health Priorities for Jamaica. These
priorities emanate from the situational analysis and discussions with the
Ministry of Health counterparts and other key stakeholders. Reference
documents include the National Healthy Lifestyle Strategy, the National
HIV/AIDS Strategy, the Ministry of Health National Health Plan (2006-2010),
the Ministry of Health National Strategic Plan (2006-2015) and the
Evaluation of the Essential Public Health Functions. Guidance was also
obtained from the CCA/UNDAF multi-sectoral consultation (2005).
The priorities for the 2006-2007 biennium are consistent
with the Organization's strategic orientation for 2003-2007 and the MDGs and
will take into consideration the principles of addressing the unfinished
agenda, protecting the achievements and facing the new challenges.
The priorities identified are:
·Prevention and control of lifestyle related health
problems
·Strengthening of Health systems and services
·Strengthening of Health information systems
·Promotion of safe and healthy environment
·Disaster risk reduction
·Violence/Injuries reduction
·Strengthening of an integrated family health approach
·Strengthening of national capacity for the control and prevention of
communicable diseases.
The specific health issues to be addressed under each of
these priorities are further developed in the relevant projects. The
BPB 06-07 will include three projects for technical cooperation and one
country support project
The projects are:
·Health Promotion and Disease Prevention and Control
·Health Systems and Services
·Environmental Health and Disaster Management
·Coordination of Programme Support
The Technical Cooperation program will focus on supporting
the strengthening of the national health development process for the
improvement of the health status and quality of life of the people of
Jamaica. In addition, technical cooperation will advocate for and strengthen
the capacity of the Ministry of Health and other partners to utilize and
integrate the health promotion approach in the development and
implementation of health and related programs.
The strategic approach that will guide our technical
cooperation will be based on the principles of equity and Pan Americanism.
Our special focus will be placed on the following functional approaches:
·Direct Technical Cooperation will be provided to
national counterparts with a focus on strengthening of the steering role of
the Ministry of Health's and its capacity to discharge the essential public
health functions.
·Development of Plans and Norms: The technical
cooperation program will continue to support the MOH and other partners in
the development and implementation of policies, legislation regulations and
quality of care along with the establishment of a national ethics committee
and the development of ethical guidelines for essential national research.
·Resource Mobilization: A sector wide approach will be
used to promote and facilitate national development which is the overall
goal of technical cooperation. The Representation will collaborate with
other UN agencies and development partners in implementing the
recommendations from the Common Country Assessment, taking the leadership
role on health issues.
·Training: The focus of training will be in
the provision of skills needed for addressing priority health programs at
the national and regional level. Training will be conducted in collaboration
with local and international partners such as the University of Technology (UTECH),
the University of the West Indies (UWI), PAHO Washington, WHO, CAREC and
other PAHO centers, CDC, and others.
·Dissemination of Information: Efforts
to consolidate Jamaica's national capacity for dissemination of information will demand
strengthening of the health information system, including policy development, the adoption
of a unique identifier, and the usage of a common information platform. Information will be
made available for evidence-based decision-making for the planning and implementation of the
National Health Programmes.
·Research will be given priority with
emphasis on the development of a National Public Health research agenda, including healthy
lifestyles best practices, quality assurance, operational and epidemiological research.
The Representation will continue to utilize a team
approach and horizontal technical cooperation in the planning, budgeting, managing, and evaluation of
projects while emphasizing the need to focus on defined priority areas.
The reduction of PWR's regular budget ceiling will pose
a challenge that the Representation will seek to address through:
·Greater collaboration and cost sharing with other
multilateral and bilateral organizations
·Implementation of cost sharing strategies with CFNI to reduce our general operating expenses
·Resource mobilization through PAHO/WHO's networks
and other sources with development and submission of proposals that support
implementation of technical cooperation.
